Per the ELA/ELD Framework, "students who develop automaticity with print—recognizing most words instantly, decoding new words rapidly, and encoding words with little effort—are best positioned to make significant strides in making meaning with increasingly complex text, expanding their language, expressing themselves effectively, and gaining and constructing knowledge." 

 

Therefore, by June 2018, 100% of all LAUSD elementary schools providing foundational literacy instruction as part of first teaching or as tiered intervention, will engage in series of differentiated literacy professional developments based on individual teacher's knowledge of content and facilitated by school leadership teams, to address the needs from early emergent to fluent readers via the Early Language and Literacy Plan.
